Savannah learned this from Carter and now Cooper has learned it from Savannah. This isn't just something that they do at home. Savannah does it anywhere. Like, she meets a friend at McDonalds while playing and when that friend leaves, she gives them this gesture. And when my visiting teachers came by yesterday, they did it for them. They think they're pretty cool. I just think it's hilarious. They're actually being kind of silly in this video, so just imagine Savannah doing this while being totally serious and winking really good.
